riding only on 4wd tracks is not because they are protecting their precious bushland, its so when you crash they can actualy get you out. Trust me, having to walk out with broken bones and bad head injuries, not fun.

If it is a local council rule it cannot be pusued further than a request of payment, however if it is legislated (i.e. a law) they have the power of a citizens arrest, just like a shop keeper who discovers someone shoplifting.
