Not bike related, but a good one I saw was a proposal to build a suspended, semi-floating underwater highway from Adelaide to Port Lincoln. Billed as cheaper to build than either regular tunnelling or bridges, the suspended tube would be tethered to the seabed with cables and anchors at a depth sufficient to not be a shipping hazard.
