    So after I put the bearings in the right sides, turned the seal around so it was oriented correctly and inserted the axle in through the correct side so the cones correctly mated with the bearings, lo and behold everything ran beautifully. Cftfw.

    The gap is too small for an extra ball but is still a reasonable distance. The seal also doesn't sit close to the balls meaning I can't get the cone to insert deep into the hub. I'm betting on user error here and I'm doing something wrong in the assembly, possibly have the seals on the wrong...
