    I'm sorry this reply may be be a bit late. I often have pedals in carry on both domestic and intl. (by bike in bag with a few larger items hits the 23kg limit). No-one has ever questioned them. They are just pedals.

    Quarantine are looking for dirt and other bio-security threats. They generally check tyres and shoes. Have your bike shoes handy. Sometimes they will take shoes away for a couple of minutes (I think they spray/fog them for bugs). I don't think anyone else is interested in the bike.
