Buying bike parts from overseas, shipping time estimates and methods ?

Hey team,
So there is a dreadnought v2 frame I want to buy in Vancouver, long story short but I tried to send the guy money via PayPal and PayPal rejected (a technicality) the payment and the guy is worried I’m somehow a scammer and stepped back from the sale.
Does anyone in here have a super trustworthy Vancouverian contact who could help me out?
It could be I should just let the sale go, but thought I’d investigate if there are any other options.
what was the technicality, out of interest?
 
Plenty of new and used Forbidden Dreadnaught bike on FB marketpace right now.
Bike shops doing deals as well. Why buy from O/S?

I sent one payment for $800 cad, then when I went to pay the remainder this happened, he then return the original payment and I lost $130 in the process due to fee’s and I assume something to do with exchange rates 🙄

No Dreadnought V2s in Large (S3) that I can see. They were on sale in Canada for about $4k, only stayed at rrp in Australia. Also, ideally, needs to be in Sabbath Yellow :)

Might be worth giving Chain Brain down on the Peninsula a call if you give up on o/s - nothing listed on their website but they were discounting some Dreadnought V2 frames a month or so ago, not $4k cheap but still a bit of a chunk off RRP.

Yeah, already spoke to them, they have an S4 on sale and there was one Yellow S3 left in the Lusty warehouse, but not on sale sadly.

So it was HIS fkn problem - "receiving limit too low" and he's somehow worried that you might be a scammer ?!?!? .That's some special needs BS. That doesn't sound like 'exchange rates' being responsible for $130 in "fees" to me.

I've had fees issues when instead of a reverse it's a new transaction.
PayPal taking a cut on the payment for currency conversion then taking a cut on the new payment (refund) the other way

No bad voodoo his way, and as to the lost amount, he wasnt to know, freakin paypal.
