I wanted to try drop bars for a monstercross build but it's been too long since I used drops and I hated it.
Mr Canary also wanted drop bars and, whilst he didn't hate it, he soon settled on Surly Corner bars and now we have two groupsets available.
Each groupset comes with handlebars, shipping is included in the price. See below for details.

Item Condition: Very good, used for about 50-60km of commuting before husband changed to Corner bars
Reason for selling: Sick of the clutter.

Apparently it is a clutched derailleur, though no obvious way to turn off/on or adjust tension. Derailleur has some wear/damage to upper part of the cage from throwing back into the cassette. Price reduced to reflect this, is still works though.

Handlebars are Ritchey Comp Evo Max 460mm wide, 73mm reach, 120mm drop, 12 deg flare, 31.8mm clamp
Shifter and brake cable inners and outers are included, as is the chain
