Nope, they're not sealed cartridge bearings. I've had them out, they look the same as this, except more fucked.

Even at the cheaper end, Cane Creek 40 are a great headset.
I have even had a couple of CC 10 headsets live the life of a bike trouble free.

+1, a Cane Creek 40 is more than enough headset for anyone. Cheap and work well for years. What isn't to like?
