Is Lithgow part of Greater Sydney?

The QLD borders have just opened to NSW but not Greater Sydney. Is Lithgow part of Greater Sydney? It doesn't appear to be but maybe someone can confirm it is or isn't for me.

It's on the far side of the blue mountains so no.

nope, just outside - this is greater western sydney which is part of the exclusion zone.

As per minlaks post below they clarified areas that are excluded and the Blue Mountains as a whole is not one of them.
