Measuring handlebar rise

I've bought a set of cheapie bars that were supposed to be 50mm rise to try. They are clearly not...
Is this a fair way to measure rise? It's pretty much the way I do it. This is off a SingleTracks article.

The diagram looks fair but bar rotation i.e. choosing what is the front would be important.

Also, probably more appropriate to measure from centre (of stem section) to centre (of bar end) instead of what's shown on that diagram.

They look roughly in line with what I'd expect from a 30mm bar (bit hard to tell from the angle of the picture). How do they compare to your current bars?
