Alexander Berry, who owned just about everything, found the shoals at the entrance to the Shoalhaven a hindrance to shipping and trade, as there was not yet a road constructed between Berry and the Sydney market, so h had his merry convict construct a canal between the two rivers. It's still there and the Shoalhaven only exits at Shoalhaven Heads in major flood. As an aide he also built the first road to Berry as a bullock track.
