Default 32c on 21/23mm ID rim

As per title. 32c tyre on a 21/23mm id rim. Is this a crap setup or what? I've run 28 on a 19mm id and it seems ok. Not sure if a 32 on 21 or 23 mm id (front is 23, rear is 21) is ok?

if no, any suggestions for decent kevlar bead 38c tyres. most of the good stuff seems to stop at 32c, after that it's sluggish city bike tyres.

Doesnt matter on that sort of bike.
Not sure what you are riding terrain or bike wise but for longevity + lack of punctures Vittoria tyres are great, Schwalbe are good but some heavy.
