Condition of bike

Not a bad looking bike. But I couldn't help notice the left stanchion has large vertical mark on the trailing edge, or is it just the photograph?

The bike looks like it hasn't seen a lot of use, but the corroded bolts, nuts and screws indicate the bikes suffered exposure and won't look good for very long.
With respect I would offer $400 for it.

Sorry, I'm looking for a bit more than that. A bit of surface rust on one or two bolts is hardly major corrosion.

Any other reasonable offers?
