Think about it this way. If the frame is positioned at an angle differing from the vertical, the weight force of the rider positioned over the pedals is going to be acting downwards, causing the frame to flex closer towards the vertical (90*). The frame isn't bending at all, it's just some minor flex that the frame needs to be able to soak up these sorts of awkward impacts without snapping.
