It may work, but I very highly doubt that anyone actually uses it in a TDF stage.

Edit: Now having watched the entire video, I think it's a joke that anyone might take it seriously and targeted at all the conspiracy lovers that will believe anything to further discredit pro cyclists.

I am not saying that it is true, but I don't think the noise would be a huge issue. They would do everything that they could to reduce the noise and have you ever been on a stage of a race? you could run a lawnmower through there and not hear anything because the crowds make a huge amount of noise.
