Double check the compression cap on the top of the stem..

Remember to loosen the bolts on the stem before you compress the stack and tighten the stem bolts again.

or..

Check the headset cups/bearings are seated correctly.

That's all I can think of right now.

The forks shouldn't be a problem as long as the head tube and fork steerer are both the same size( ethier 1 1/8 inches or 1 1/5 inches).

another good way to check if its tight enough is to gently bump the front wheel into a brick wall while u wrap your index finger and thumb around the top bearing cup of the h/set and feel for movement

p.s dont miss take a loose h/set for worn bushes in fork or another is some brake pads move slightly in the brake caliper when u apply the brakes

Hey, while the thread is here i might as well ask. I have a similar problem with an old headset (1 year old, Cane Creek something) it has got a bit of backwards and forwards play in it. I have tightened the stem bolts and the top cap bolts several times and it still moves slightly, any suggestions?

have you ALL made sure you have the steerer spacers set up properly? IE the top spacer underneath your top cap should have a minimum 5mm gap extra on top of the forks steerer AFTER you have the correct preload. this sounds like you are having the common problem of not having this gap, check this gap before you tighten the top cap, if you are close to the steerer before you tighten it, add another/bigger spacer. it might feel secure/no play when you tighten it, but as soon as you hit a bump it develops movement. hope this helps:)
