Steerer, Triple's, Cutting, 40's-Help

Ok, here's the situation.

I am wanting to cut the steerer of my Fox 40's (Giant Glory). I would like to remove all three spacers underneath the top clamp on the 40's, meaning I have to move the top clamp down (and possibly the bottom clamp). Alternatively I could move the bottom clamp up, effectively raking out the bike more.

My question is, is there a limit as to how far you can move the top clamp down? and would I also have to move the bottom clamp down to make it more rigid? etc etc

If it was my bike I'd be measuring from the tyre to the bottom of the lower crown and spacing at at about 205mm. Lose the spacers and get that stem and bars down. It doesn't matter if you have some tube sticking above the top crown.....Might hurt your knee though!
