Steerer Tube

This deserves to be in the fuckwits thread but since I'm seeking a solution here's the story.

Took delivery of my beautiful Niner RDO fork, proceeded to measure and measure again before cutting the steerer (Carbon).
Got the hacksaw, cut it very much perfectly straight only about 20mm too short.
It seats just under the top bolt on my Thomson X4. I can cut another smaller piece of the left over steerer and join it together with the compression plug. This seems to solve the problem. However I'm not entirely sure this is safe.
Qestion is, can a carbon steerer tube that is too short be fixed or is it fucked? If that's the case then I have a very much brand new Niner RDO fork for sale (155mm steerer).

Other option is a low stack stem. Around 30mm. Any recommendations?
