This is what people don't understand about the American system - basically, the political fortunes of congresspeople are highly dependent on those of the president. The general public makes little distinction between the constitutional roles of senators or representatives, but the president gets most of the press. Attacking the president is effectively attacking themselves, not to mention drastically raising the risk of getting a primary challenger. For many GOP senators in extraordinarily safe states, being primaried from the right is the main political risk they have to fear, they are not really responsible to the general public. There's some strong evidence that the policy priorities of most voters are basically irrelevant to elected American officials (depressing summary here).Plenty of senators appear to be getting cold feet, if only to save their own political arses.
