Try fix Shimano M7120 modulation or buy new brakes?

Is it worth trying to fix my M7120 4 pot brakes for some modulation or just buy Dominion A4's etc?

Current Setup - F/R 220/203mm with the Shimano Metallic finned pads (came with the brake set)

Failing that, it depends on what you're trying to fix. Do the brakes currently feel like a light switch in terms of power delivery or are you trying to solve the wandering bite point issue Shimano covetously engineer into all their products?

By modulation, do you mean being able to adjust the bite point with the free stroke screw, like XT levers have?
If so, good news, you can replace the 2 pin screw head "blank" with a m4 screw. Or just use a 2 pin driver to adjust the screw to the desired bite point position.

Yes more like a light switch

From memory, you're not a big unit (Size M frame IIRC...?) and if so - They're some big rotors. But yeah, Shimanos are fairly aggressive in their feel.

Yep size M and around 90-91kg ready to ride. Maybe downsize front rotor and flip to resin pads?

Downsize rotor probably yeah (cheapish experiment), Resin pads are a no for me though.
