What's this blue stuff that came with my bike?

Hey guys,
WOOO my new bike came !.. well while i was assembling it there was this box full of goodies... bolts, cables, pedals etc. and there was also this little bottle. An inside is this really thick blue paste.

What is it? On the bottle is says nothing but a healthwarning ( dont eat it ) and it contains "xylene" IS it locktite??
what am i meant to do with this stuff. My bet is that its locktite. BUt im not completely sure...

Xylene is what they put in permanent markers (or used to anyway) - if it's the same colour as your frame, it'll be touch-up paint.

yeah with alot of bikes your ment to get a heap of manuals with it, i know on the norcos your ment to get like 4 manuals, a spare derailer hanger, a bottle of touch up paint and this tool for the forks if they need one, i know this coz my mate works at a bike shop and told me
