Stem shim for 25.4 bars to 31.8 clamp stem FOUND

Will see how @hifiandmtb Hope stem goes first.

I grabbed Hifi's Hope stem he had for sale, so should be sorted for this build, unless it turns out that the Hope stem is just too short. Thanks mate!
