A hard border closure is unconstitutional, so all this talk of locking down a state is PR.

I'm in 2 minds about giving people warning. If you don't give people warning, and don't have systems in place to deal with all the unintended consequences, you get the shit show that's happening in the Melbourne housing commission towers.

It's actually ss. 92 and 117.

117. Rights of residents in States

A subject of the Queen, resident in any State, shall not be subject in any other State to any disability or discrimination which would not be equally applicable to him if he were a subject of the Queen resident in such other State.

To quote The Hon Stephen Gageler on section 92 "a stress-trigger for judges, a source of income for legal practitioners, and a form of torture of law students." There has been over 140 decisions on section 92 which makes it the most tested part of the constitution and it's interpretation has changed a lot over the years. It's more about trade than movement of people anyway although free intercourse between states is mentioned. Please don't make me dig through all the decisions because most of them are about shit like undersized crayfish.
