Use a length of metal tube to increase the leverage on the pedal spanner if needed.
Use softjaws to protect the crank if you don't want the arm cut up.

Give it a good soak soak in inox or WD40. Pour boiling water over crank and pedal. Use seatpost on pedal wrench to give you extra leverage. Celebrate getting pedal off by watching 14 hours of German midget porn.

I've never had that work for me, however I did once quietly tell a pedal that if it didn't come off I would send it to live with John Saffran and it removed itself of it's own accord. True story.Shout at it.
