Can he really charge $25 for a lottery. How do we know there is no bias. If you are charging money for a lottery would you then need a representative of the Auditor-General’s Department to supervise the draw as it is an Australian event?

If run from here then would require a raffles and bingo permit.

Essentially games of skill require competition permits, games of luck do.
Unless the selection criteria are specifically spelled out, it becomes a game of chance, in which case yes, it requires a competition permit.
If I were them I wouldn't want to be testing the "is it based here or overseas" one. The simple solution is to publish their competition permit number so it can be followed up if there's any queries.
Frankly I think it's laughable that the reigning world champion is on a waiting list.
